Nancy Phillips of Nancy Phillips & Associates addressed the Citizens' Advisory Task Force regarding the FY 2010
CDBG funding cycle. She informed the Task Force the City of Okeechobee's CDBG 2009 application for Housing
Rehabilitation was not within the fundable range. She stated there were thirty applications in the housing category
and seventeen of them were funded before the money ran out. She added, Okeechobee was twenty fourth on the
list so we were very close. Since we were close in 2009, Nancy believes we will have a very good chance of
receiving a grant if we applied in the Housing category again in 2010. This grant would provide low to moderate
income homeowners who live in substandard housing with the means of bringing their homes up to local building
codes or demolishing it and building a new house. According to Ms. Phillips there will be a total of 27.1 Million
dollars appropriated to the Community Development Block Grant (CDBG) for 2010. This will be divided among
the four categories which are: Housing Rehabilitation - 8.1 Million, Neighborhood Revitalization- 10.8 Million,
Commercial Revitalization -2.8 Million, and Economic Development - 5.4 Million. The economic development
category is separate and can be applied for even if an application has been submitted in one of the other three
categories. Economic development is a partnership with a private business entity based on job creation.
Member Sweda stated she felt it would be more important in our economy to provide jobs to many people in the
community, rather than rehabilitating homes for only a few people. Ms. Phillips reminded the Task Force the City
would still be eligible to apply for an Economic development grant in addition to Housing rehabilitation application.
The Task Force continued to discuss the housing rehabilitation category. After further discussion, Member Close
moved to recommend the City of Okeechobee submit an application for FY 2010 Community Development Block
Grant (CDBG) in the area of housing rehabilitation; seconded by Member Irby.

SUBJECT: 2010 CDBG Grant Project
Unfortunately, the City of Okeechobee's CDBG 2009 application in the Housing category was
not within the fundable range. The FY 2010 cycle opened on October 1' and applications must
be submitted by November 17, 2010 in order to be considered for funding.
The CDBG program is extremely competitive statewide with fewer dollars to award this year.
In order for the City to remain competitive, it is important to structure a project that the City
feels could be funded.
There are four (4) categories of the CDBG program:
1. Housing Rehabilitation — Program corrects code violations in substandard housing
owned and occupied by low -to -moderate income eligible residents of the City.
Proposed 2010 Funding - $8.1 Million
2. Neighborhood Revitalization — Program is used to install public infrastructure
improvements (water/sewer) in low -to -moderate income neighborhoods of the City.
Proposed 2010 Funding - $10.7 Million
3. Commercial Revitalization — Program is used to provide infrastructure improvements
in the Commercial Redevelopment Area (CRA) of the City. Also under this program,
facade improvements can be made to businesses located in the CRA.
Proposed 2010 Funding - $2.8 Million
4. Economic Development — Program is based on job creation by a private business
entity. Normal activities are the construction of public infrastructure required to
create the jobs. Examples are water/sewer line extension, roadway improvements,
etc.
Funds for 2010 are on -going based upon job creation.
