Chief Davis moved to dispense with the reading and approve the August 19, 2010 Technical Review Committee Minutes regular meeting; seconded by Chief Smith. Motion carried unanimously. IV. NEW BUSINESS Chairperson. A. United Feed Co -op, Inc. 10- 007 -TRC The application was submitted by Steven Cooper, P.E., on behalf of the property owner, to construct a new 12,000 sf feed storage building, accessory use to the existing facility to be developed in a single phase for property located 708 NW 2nd Avenue, Okeechobee, FL Senior Planner. A. United Feed Co -op, Inc. 10- 007 -TRC continued. Mr. Steve Cooper, P.E. representing United Feed Co -op introduced himself along with Mr. William Berman, President of United Feed Co -op, Tommy and Hank Rucks, VP and Treasurer and Sharon Williams, Financial Officer. They then yielded the floor to Mr. Brisson for the presentation of the Staff Report. Mr. Brisson reported to the Committee the site plan was short one handicap parking space as well as no landscaping plan showing the requirement of 37 trees and 111 shrubs, ref. Sec. 90 -532 of the City Code, and no designated dumpster placement. When these issues are addressed, Mr. Brisson stated, LaRue Planning Staff recommends approval. Administrator Whitehall addressed the applicant(s) as to the additional handicap space and it was agreed the space would be provided. A lengthy discussion ensued regarding the landscape requirements. The Committee agreed the applicant did not have to provide a new landscaping plan, it could be incorporated on the existing plans. The requirements are 37 trees and 111 shrubs. Ms. Williams stated there are approx. 30 trees located next to the retention area. The Committee agreed to allow one quarter, 8 existing trees could be counted as part of the requirement. Also, on the existing plans, Mr. Cooper pointed out to the Committee the dumpster placement and would clearly mark revised site plan. The applicant inquired as to the size of the trees to be planted and Mr. Brisson cited from the code 10 foot in height and 2 inches in diameter. Building Official need a geological report, which the applicant stated has been done. Also instructed about the visibility triangle measurements. Fire Chief there is a hydrant on the south side of the property that cannot be blocked. Engineer SFWMD permit required, which the applicant replied is being done. Public Works and Police Chief had no comments. Chief Smith moved to approve site plan review application 10- 007 -TRC submitted by Steve Cooper, P.E. on behalf of property owner(s) United Feed Co -op to construct a new 12,000 sf feed storage building, accessory use to the existing facility for property located at 708 NW 2nd Avenue with the following contingencies; 1. Add another handicap parking space. 2. Meet landscaping requirements of 37 trees (8 provided) and 111 shrubs. 3. Identify dumpster placement. 4. SFWMD permit; seconded by Chief Davis. First three contingencies to be shown on revised plans to be submitted along with the SFWMD permit before issuance of building permit. Motion carried unanimously. V. ADJOURNMENT— Chairperson. Instances where the Staff believes the submission to be deficient are highlighted. Minimum of one tree and three shrubs per 3,000 square feet of lot area. If this was an entirely new site, the requirement would be for 125 trees and 375 shrubs. However, we believe the land- scaping requirement should only apply to the land area associated with the new facility. This would include only the northwestern quadrant of the property (about 325' x 340') encompassing about 110,500 square feet of land area. Based on this area, 37 trees and 111 shrubs would be required. Provided 32 spaces provided. However, only one parking space is dedicated to the handicapped. While some may contend that there is no need to buffer and landscape industrial areas near to railroad tracks or adjacent to other industrial zoning and uses, there is no such provi- sion in the code. Industrial uses are treated just as any other uses and must meet the requirements of Sec. 90 -532. Only 8 trees and perhaps 60 shrubs are indicated along the eastern and southern peri- phery of the office building parking area. We recognized that there are some mature trees in the southwestern quadrant of the property immediately south of the retention area and these can be counted towards the requirement. However, there is no indication as to their number and the current proposal does not come close to meeting the requirement. 5 Staff Report Site Plan Review Application No.: 10 -007 -TRC Applicant's Name: United Feed Co Op, Inc. Regulation Parking Vehicular Use Areas (Sec. 90 -533) Nonresidential Landscaped Buffers (Sec. 90 -535) Required Seven (7) new spaces are required as a result of the new 12,000 square foot storage facility. At 18 square feet per required space 126 square feet of landscaped area plus 1 tree per each 72 square feet of required landscaped area 2 trees One landscaped island (5' X 15') for each 10 spaces with a maximum of 12 uninterrupted spaces in a row. No island required based only on the seven additional spaces required because of the new facility. Minimum dimension of landscaping is four feet, except adjacent to buildings. Minimum. 2' landscaping between vehicular use areas and buildings 10' on street frontage; 2' along other property lines. There is about 325 feet of frontage along NW 8 Street and 340 feet of frontage along unimproved NW 4 Avenue. Therefore, based on 665 linear feet of street frontage associated with the new storage facility, there should be about 6,650 square feet of landscaped area along the roadway frontage. At 1 tree 3 shrubs /300 sf of required buffer 22 trees and 67 shrubs. Trees may be planted in clusters, but shall not exceed 50' on centers abutting the street. Provided The trees and shrubs proposed along the periphery of the parking lot associated with the office building exceed the landscaping requirements of this section of the LDC. While the number of parking spaces in this area would indicate the need for two land- scaped islands, it is an exist- ing parking lot and the design of the lot, with parking separated into different "pods does not lend itself to the need for landscaped islands. We believe the existing areas in the southwest quadrant and the area to the immediate west of the proposed facility provide more than adequate landscaped buffer area for the facility. However, the site plan includes no indication of meeting the requirements for trees and shrubs. The mini- mum number of required trees and shrubs is 37 trees and 111 shrubs as calculated previ- ously under Sec. 90 -532. We believe these trees and shrubs should be provided, but their location and configuration could vary from that required if the Applicant submits an alternative landscape plan as provided for under Sec. 90- 539. 6 Staff Report Site Plan Review Application No.: 10 -007 -TRC Applicant's Name: United Feed Co Op, Inc. Other Requirements and Considerations: Sidewalks (Sec. 78 -36): The Application contains no reference to provision of sidewalks. While there is no provision in Sec. 78 -36 that excludes industrial uses from the need to provide sidewalks for property adjoining a city right -of -way, it would seem from a practical standpoint that neither this site, nor owners, occupants of, or visitors to the imme- diately surrounding area, would derive any benefit from sidewalks at this location. Lighting Plan (Sec. 78 -71): The Applicant has not submitted a lighting plan for the parking area. It appears that the parking area remains essentially the same as before the proposal to build the new storage facility. If so, it may be that the lot is "grandfathered If there is substantial modification, then we believe a lighting plan and lighting should be provided. Dumpster Location: We were unable to identify a dumpster location on the site plan. Recommendations: Staff recommends approval of the site plan provided that (1) an additional parking space for the handicapped is located on the property; (2) a landscape plan or alternative landscape plan for the property is submitted incorporating the required number of trees and bushes; and (3) a suitable dumpster site is identified if necessary.
