Mr. Brisson addressed the Committee regarding the Staff Report stating the traffic study submitted showed no
problems, however there is no specific area on the site plan showing a loading space. The overhang is 14 foot of the
portico which would qualify as a loading zone. All agreed. Twelve handicap spaces required, 10 showing. Some
form of reduction with the grass as overflow would reduce the handicap spaces required. Building Official Schaub
would like to see the handicap spaces closer to the entrance. It was stated the handicap spaces were scattered to
accommodate the existing facilities.
Dale Meaux, architect for the project replied the handicap spaces located in the front of the building were the original
spaces and the others shown are the new. Building Official agreed with the placement. Mr. Meaux also stated the
front has handicap drop off with direct access. The most serious items are the 9 parking spaces shown on the west
side of the driveway across from the existing chapel. It was agreed they will be moved westward 3 -1/2 feet so as to
ensure the driveway will be at least 24 feet wide south to the new proposed parking area. New concrete will be the
same grade as the asphalt.
Mr. Brisson went on to explain a reduction in parking would be required. The Applicant is requesting a modification of
the parking requirements available under Sec. 90 -483 (1) (b) by demonstrating in a parking analysis spreadsheet that
the need for parking for the multiple uses on the site does not overlap. The site plan shows 188 paved parking
spaces proposed for the site of which 80 are the original spaces in the parking lot along SW 6th Street. The other
108 spaces are located in the redesigned area previously holding 47 spaces plus 61 entirely new spaces located in
the new parking area south of the existing chapel /educational center and the new church. The church is in use only
on Sundays and during that time, no more than 174 spaces will be needed. The future grass parking proposed will
accommodate up to 114 spaces.
Mr. McCoy questioned whether the small building on the SE corner of the property will be hooked to sewer. The
applicant replied this was not part of the development, prefer to leave as is.
Mr. Hayford reported to the group, when the original project was discussed, a number of years ago, in conjunction
with other property in the area it was looked at as gravity sewer along 6th Street. Is there a reason we are looking at
a collection on site and a pump station? Jeff Sumner, AECom Engineering, replied for the small use, little less than
50 gallon per minute, this is more cost prohibitive. It will be owned and maintained by the church. Mr. Meaux
interjected with a question to Mr. McCoy whether a septic system would be permitted? He will check on the request
and report back.
Engineer Bermudez instructed the applicant, sidewalks need to be installed on 6th Street, and culverts need to be
addressed at the existing driveways.
In the absence of Chief Smith, Secretary Clement read concerns and requirements of the Fire Department. See
attached. Mr. Sumner will contact Chief Smith regarding concerns and requirements.
Applicant will make all changes requested to the site plan before going before City Council for parking reduction.
Chief Davis moved to approve site plan review application submitted by Kevin McGinley, Agent on behalf of property
owner Most Reverent Gerald M. Barbarito, Bishop, to construct a new 11,183 sf church with toilet rooms, sacristy

contingencies.

Mr. Brisson presented the Planning Staff Report, stating compliance with the City's Code of Ordinances. The applicant
has met and addressed all requirements therefore Staff recommends, Petition No. 10- 003 -SE, be approved to allow
a maximum height of 44' 4" to the top of the architectural dome /bell tower.
Mr. Kevin McGinley, for the applicant addressed the Board, reporting there were no actual bells in the bell tower and
no chiming. At this time he thanked the Planner for the Staff Report.

Mr. Brisson addressed the concerns and questions from the previous Board meeting in May. The Board discussed the
5 Major Issues and had multiple suggestions and concems. Mr. Brisson requested all suggestions and concems be
e- mailed to him for review, and, discussion and recommendation would follow at the next regular Planning Board
meeting.
INTRODUCTION
Sacred Heart Catholic Church has retained AECOM to provide a traffic impact analysis
(TIA) in support of the proposed addition of a church building to their existing property
in the City of Okeechobee, FL. This statement serves as public facility impact analysis
of the traffic generated as required by the City of Okeechobee Land Development
Regulations.
The existing site currently includes approximately 24,500 sq. ft. of buildings. These
buildings include the current worship site, an education center, a meeting hall, a food
bank, a warehouse, and a rectory and parish office. To serve the needs of a growing
congregation, a new 11,183 sq. ft. worship building will be constructed on the current
property. The final site plan will have the sum of the existing plus the proposed for a
total of 35,683 sq. ft. of building to service the congregation.
Currently, there are three driveway access points onto SW 6 Street which will remain
after construction of the new worship site. The project is expected to be completed by
the year 2012. Figure 1 below details the location of the site in relation to the
surrounding roadway network.

The new Church has a parking requirement of 167 spaces and a total of188 spaces have been provided. We conclude from the above analysis, the max parking demand will be for 174 spaces on Sunday Morning. Therefore we believe that 188 parking spaces are sufficient to accommodate the

The new Church has a parking requirement of 167 spaces and a total of188 spaces have been provided. We conclude from the above analysis the max parking demand will be for 174 spaces on Sunday Morning. Therefore we believe that 188 parking spaces are
sufficient to accommodate the demand load of the property uses and resultantly, the parking should be approved as we propose in our submission.

Plans are approved with the following items addressed/corrected:
1. Access for Emergency Vehicles shall be maintained during the construction phase.
(Construction sites have a tendency to place materials and equipment in areas that may
hinder or block emergency vehicles from gaining access to the existing or new buildings).
2. Vegetation and trees shall need to be considered in regards to their location in the
parking areas as well as the drive thru in front of the new worship center. Emergency
vehicles require the following minimum clearances:
A) Width shall be at least 20 feet.
B) Vertical height shall be at least 13 feet and 6 inches.
The plans indicate vegetation such as trees located in the parking areas and the driveway
in front of the worship area. The trees and other vegetation shall not interfere with the
apparatus turning in these areas. Trees and large bushes have a tendency to obstruct
emergency vehicles after several years. Please keep this in mind when planting required
vegetation especially near the front entrance where the ladder truck would most likely be
used due to the extreme height of the structure.
The height of the overhang in the front entrance shall need to be considered to
accommodate the minimum vertical requirements of emergency vehicles.
3. Fire lanes shall be required to be marked accordingly along the drive area in the
front entrance of the worship area. Drop offs are not a problem but parking shall not be
allowed unless vehicles are constantly attended in case of emergency or special
circumstances require vehicles to be parked there temporarily. This particular area shall
have a surface designed to accommodate fire apparatus with a minimum weight of 32
tons.
4. Fire lanes shall be marked as noted:
Freestanding sign with the wording "No parking fire lane by order of the fire
department" or something similar. Signs shall be 12 inches by 18 inches minimum with a
white background and red letters and shall be a maximum of seven feet in height from the
roadway to the bottom of the sign. The signs shall be no more than 60 feet apart.
5. Hydrants shall be capable of supplying the minimum amount of required fire flow
based on the building construction and occupancy. The fire flow for the existing and new
structure shall be determined by this department and the actual gallons per minute can be
determined by OUA. The fire department shall use the data collected from OUA and
determine if existing water supply is sufficient. OUA shall contact the Fire Department
to determine which hydrants are to be used to collect the data.
6. Require Construction type of existing buildings on property. This information is
necessary to determine proper fire flow requirements.

The subject property encompasses approximately 12.0 acres of land located from about
200 feet west of SW 7th Avenue to about 200 feet east of SW 10th Avenue between SW
6th and 9th Streets. The Site Plan is for construction of a new 500 -seat sanctuary on the
eastern portion of the property. The existing facility will remain and be converted to a
parish hall and educational center. The property was rezoned from H (Holding) to RSF1
this past May, and in June the Board of Adjustment approved a Special Exception for the
top of the architectural dome /bell tower to be 44' 4" from finished grade.

Traffic: The Applicant has submitted a Traffic Impact Analysis (TIA) prepared by
AECOM which indicates that, using the most recent version of the Institute of Trans-
portation Engineers (ITE) Trip Generation Manual, 8 Edition, the proposed expansion
will increase weekday peak hour traffic by just 10 trips. Trip distribution is expected to be
60% westbound and 40% eastbound from the three driveways on SW 6 Street. The TIA
concludes that the additional traffic impacts associated with the expansion "are accept-
able and manageable" and "meets the requirements of the City of Okeechobee by not
adversely affecting the adjacent roadway links." This would appear a reasonable conclu-
sion since most traffic associated with a church usually occurs during what are normally
considered nonpeak hours.

Water and Sewer: The property is presently provided water and sewer service by OUA
and the OUA representative is best qualified to comment on the Authority's ability to
provide water and sewer service to the expanded facility.
Solid Waste: The County has recently confirmed a considerable level of excess capacity
and Staff believes County facilities can accommodate increased solid waste generation
that would be associated with the expansion of the Church.
Drainage: The proposed development will be required to meet all standards required by
the City of Okeechobee, the South Florida Water Management District and the Depart-
ment of Environmental Protection's NPDES program.

chapel and between the chapel and the existing building /pavilion to the south.
Under Sec. 90 -482 (8) when a use is expanded additional parking need only be provided
for the enlarged use. Therefore, the additional number of spaces required by strict appli-
cation of this section and the requirements of Sec. 90 -512, is 167. This indicates the
need for a total of 294 spaces (167 127) to serve the existing and proposed uses on the
site.

The Applicant is requesting a modification of the parking requirements available under
Sec. 90 -483 (1) (b) by demonstrating in a parking analysis spreadsheet that the need for
parking for the multiple uses on the site does not overlap. The site plan shows 188 paved
parking spaces proposed for the site of which 80 are the original spaces in the parking lot
along SW 6 Street. The other 108 spaces are located in the redesigned area previously
holding 47 spaces plus 61 entirely new spaces located in the new parking area south of
the existing chapel /educational center and the new church.
The spreadsheet shows the new church is in use only on Sundays and during that time,
no more than 174 spaces will ever be needed. A total of 188 spaces are being provided.
The Applicant also shows an area intended to be available for future grass parking. This
area is proposed to accommodate up to 114 spaces.

Conclusion.
We agree that so long as the schedule of activities set forth in the spreadsheet is
adhered to, the proposed 188 parking spaces will be adequate to address the needs
of the new church and existing uses and we could recommend approval of the site
plan under the modification of parking requirements of Sec. 90 -483 (1) b.
However, the proposed parking arrangement could also be approved under the
provision for a reduction of paved parking space requirements of Sec. 90 -484 (a). The
applicant is providing a total of 61 paved parking spaces over and above that which
was calculated to serve the existing uses. If the remaining 106 spaces needed to
serve the new church are reserved for overflow grass parking, this would represent
only a reduction of 64% of the number of required paved parking spaces required for
the new church. This is within the limitation of a 75% reduction imposed under Sec.
90 -484 (b)
We suggest consideration be given to recommending to the City Council that the
Applicant's Site Plan be approved based on the condition that the parking for the new
church be calculated at 167 spaces, 61 of which will be paved parking spaces with an
area reserved, as shown on the site plan, for grass parking for at least 106 vehicles.
Further, approval of the reduction of paved parking requirements should be
conditioned in the following manner:
(1) No permanent structure shall be placed in this area and,
(2) Should it become evident that additional parking is necessary to serve the
property, the owner will provide permanent paved parking in this area at his /her
own expense in conformance with all parking and landscaping requirements of the
LDC.
We believe this approach provides greater protection, in the event circumstances
show that more parking is needed, without hampering the Applicant's use of the
property. It also provides the opportunity for temporary overflow parking should a
special event be held that may attract a large number of people.
