OTHER BUSINESS: CODE BOARD RECOMMENDATION
Nancy Phillips of Nancy Phillips & Associates, introduced herself to the new members of the Citizens' Advisory
Task Force . She explained the City is eligible to apply for a federal grant in the amount of seven hundred thousand
dollars. This Community Development Block Grant (CDBG) has four categories which are: housing rehabilitation,
neighborhood revitalization, commercial revitalization, and economic development. The economic development is
separate and can be applied for even if a grant has been applied for in one of the other three categories. Economic
development is a partnership with a private business entity based on job creation. She stated the Board's role was
to provide guidance to the City staff as to what areas they would like to see the City undertake for the grant process.
Ms. Phillips continued with a detailed discussion of each category of the CDBG application which has to be
submitted before the deadline in July of 2010. She added the last grant the City applied for was in 2008 for housing
rehabilitation but the money was depleted before our application could be considered. This grant provides low to
moderate income homeowners who live in substandard housing with the means of bringing their homes up to local
building codes or demolishing it and building a new house. She suggested since more money has been given to
housing rehabilitation for 2009 we may want to consider this area again.
The Code Board discussed both housing rehabilitation and neighborhood revitalization. After further discussion
there was a consensus among the Board that both of these areas should be considered by the City staff. Member
Irby moved to recommend the City of Okeechobee submit an application for FY 2009 Community Development
Block Grant (CDBG) in the area of housing rehabilitation or neighborhood revitalization with the staff making the
final decision as to which is best; seconded by Member Huckabee.

award this year. In order for the City to remain competitive, it is important to structure a project
that the City feels could be funded.
There are four (4) categories of the CDBG program:
1. Housing Rehabilitation — Program corrects code violations in substandard housing
owned and occupied by low -to -moderate income eligible residents of the City.
2. Neighborhood Revitalization — Program is used to install public infrastructure
improvements (water/sewer) in low -to -moderate income neighborhoods of the City.
3. Commercial Revitalization — Program is used to provide infrastructure improvements
in the Commercial Redevelopment Area (CRA) of the City. Also under this program,
fagade improvements can be made to businesses located in the CRA.
4. Economic Development — Program is based on job creation by a private business
entity. Normal activities are the construction of public infrastructure required to
create the jobs. Examples are water/sewer line extension, roadway improvements,
etc.

Funds for both 2009 and 2010 are on -going based upon job creation.
It is anticipated that the 2009 cycle's deadline will be in July. DCA has stated that they hope to
open the 2010 cycle in the fall quarter of 2010. The Federal Fiscal Year funding for FY 2011
will be available in October, 2010.
