A RESOLUTION OF THE CITY OF OKEECHOBEE,
FLORIDA AUTHORIZING THE WAIVER OR ABATEMENT
OF CERTAIN DEVELOPER'S COSTS FOR LICENSE,
PERMITS, PLAN APPROVAL, OR OTHER FEES CHARGED
BY THE CITY FOR QUALIFYING PROJECTS SUCH AS THE
CONSTRUCTION OF LOW- INCOME OR ELDERLY
HOUSING PURSUANT TO GRANT FUNDING; PROVIDING
FOR SEVERABILITY, PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City of Okeechobee, Florida finds that it is in the best interests of its
citizens and of the public in general to promote the development of certain qualifying
residential projects within the City, particularly when the project is funded by public
grants, and benefits the elderly or low- income families; and
WHEREAS, the City of Okeechobee, Florida finds that there is a pressing need for the
development and construction of additional affordable housing for the elderly or low
income family, and that such housing promotes the general well being and standard
of life for such qualifying families; and
WHEREAS, it becomes necessary for the City to provide certain financial incentives to the
developers of such qualifying projects to assist in the grant process and improve the
likelihood of a particular project becoming funded, in light of the many competing
projects that also seek funding; and
WHEREAS, the City of Okeechobee, Florida finds that a waiver or abatement of certain
development fees on such projects is an acceptable trade -off to encourage the
location and development of such projects in the City;
WHEREAS, an application is pending by OKEECHOBEE TOO, LTD for the development
of property in the Northwest section of the City near Northwest 3r Avenue and
Northwest 11 Street and requires that the City authorize the execution of certain
housing incentive documents;
THEREFORE, it is ordained and resolved as follows:
1. THAT the City of Okeechobee, Florida hereby agrees to abate the City's 10
percent all building permit, site plan review, zoning and or future land use
amendment, and associated fees that are traditionally charged by the City
to developers of real property for a period not to exceed twelve months from
the date of this resolution, for the following specific project:
The development of low- income or housing for the
elderly by OKEECHOBEE TOO, LTD on real property
located in the City of Okeechobee, Florida near
Northwest 3 and 5 Avenues and the intersection of
Northwest 11 and 12 Streets.
2. THAT this Resolution authorizes the Mayor for the City of Okeechobee to
execute the "Local government verification of affordable housing incentives

modification of fee requirement for affordable housing properties or
developments" which is attached as Exhibit 38 to this Resolution.
3. THAT this Resolution does not waive the fee requirements of the City, but
operates as an abatement of the fees and provides for alternative methods
of fee payment.
