CALL TO ORDER — Chairperson. The meeting was called to order by Chairperson Brian Whitehall, at 10:00 a.m. II. STAFF ATTENDANCE — Secretary. MINUTES — Secretary. A. Chief Davis moved to dispense with the reading and approve the October 15, 2009 Technical Review Committee Minutes regular meeting; seconded by Chief Smith. Motion carried unanimously. IV. NEW BUSINESS — Chairperson. A. Loumax Development Inc — Eco Tech 10 -001 TRC. Site plan review for proposed development of 7,280 square foot expansion to an existing warehouse building, parking and drainage, for property located at 314 SW 7th Avenue on approximately 1.67 acres - Senior Planner. The application involves a 7,280 square foot expansion to an existing warehouse building along with provisions of associated parking and drainage facilities. The expansion would double the size of the existing Technical Review Committee - January 21, 2010 - Page 2 of 5 IV. NEW BUSINESS CONTINUED. A. Loumax Development Inc — Eco Tech 10 -001 TRC continued. warehouse building. Mr. Brisson noted, there was not a traffic study provided. However, with the calculations included with the application, it showed that there did not appear to be any additional traffic problems. Some deficiencies and concerns addressed were, no landscaping was shown on the North, East and South sides of the parcel. No landscaping for the parking area, which should include a landscaped island. Mr. Brisson suggested moving the new building back seven feet to the North to allow room for landscaping. He also noted that since only seven additional parking spaces were required, the applicant could reduce the spaces to Tess than ten, thereby eliminating the need for the landscaped island. If landscaping was not planted on the South side, there was two feet on of the West and North where landscape buffers could be installed. Project Engineer, Mr. Steve Dobbs, of Rudd Jones and Associates responded to Mr. Brisson's comments by explaining, the applicant understands there is not adequate room to landscape on the North, East and South. However, landscaping could be installed on the South side, around the retention area. The existing tank yard adds limitations as well as not being able to see the landscaping from Southwest 7th Avenue. The applicant is proposing an alternate landscaping plan that would be installed on City property at the City's pleasure in an amount equivalent to the required landscaping onsite, with approval of the Technical Review Committee. Administrator Whitehall first addressed the suggestion of moving the building back seven feet to the North. Chief Smith stated it would be better from a fire protection standpoint to leave the proposed building where it is on the site plan. This provided access for fire equipment to the North. Given this information, the consensus regarding the landscaping requirements was for the applicant to do the best they could to meeting requirements, should they not be able to be met, City Staff will address the matter at that time. Mr. Brisson also pointed out that the dumpster location was not marked on the plans. Mr. Dobbs will identify the dumpster area appropriately. Mr. Bermudez's added that it would need to be enclosed in order to be brought up to code as well. Mr. Hayford addressed the application by noting the water flow calculations will need to be verified and he would coordinate with the Health Department to confirm the site's wastewater is processed by a septic tank(s) and drain field. Building Official Schaub's only concern at this time was the traffic flow, as the current method by the tractor - trailers is to back onto the property from Southwest 7th Avenue, temporarily blocking traffic. During this discussion as well as later discussions with Chief Davis and Mr. Robertson, it was recommended that the South Driveway be extended to improve the problem of access associated with the existing radius as well as ensure that the South driveway and parking drive aisle will be sufficient to accommodate the trucks backing from the driveway into the loading dock area. Chief Smith requested a copy of the flow tests from Mr. Hayford when they are completed. He requested that a Knox Box be mounted to the South gate in order for his department to gain entry. The applicant was reminded that no obstacles can be stored in the way so that fire fighting equipment could not get around to the back side. A. Loumax Development Inc — Eco Tech 10 -001 TRC continued. Mr. Bermudez added that there is an area (approximately 1,465 square feet) between the warehouse and the original commercial building that was to be used for weather protection for the forklift drivers and it is now being used for storage. This area cannot be used for storage and needs to remain clear. All areas have to remain to what there original uses were permitted for. The new warehouse can only be used for storage; there can be no manufacturing or office use. The proposed and existing parking issues were discussed the applicant will provide the required landscaped island and two trees required for the ten new parking spaces. It will not be necessary to provide a sidewalk along Southwest 7th Avenue, as proposed on the plans. A sidewalk is being constructed across the street, utilizing Federal Stimulus Funds. Chief Davis made a motion to approve 10- 001 -TRC final site plan review for a proposed new warehouse with parking located at 314 Southwest 7th Avenue, Okeechobee, FL, with the recommendations bolded and underlined above; seconded by Chief Smith. Motion carried unanimously. B. EOC 10 -002 TRC Site plan review for proposed Emergency Operating Center complex with parking, drainage and landscaping of approximately 146,200 square foot building for property located at 707 Northwest 6th Street - Senior Planner. The application involves the construction of a 16,200 square foot Emergency Operations Center (EOC) with provisions for the addition of 2,655 square feet of space at the Northwest corner of the parcel; along with some temporary stockpiling of excavated material on vacant land immediately East of the proposed EOC; and some minor improvements to land associated with the existing fire station. The project will also include construction of a new stormwater treatment pond, associated off-line wastewater storage tanks, a communications tower, vented building housing a chlorine tank and pump, and a generator fuel tank and water tank. There are no negative impacts expected on traffic. Per Section 90 -601 (c) of the City of Okeechobee Code of Ordinances, a communications tower that is 90 -100 foot high is exempt from the requirements of Division 6 regulating communication towers. Mr. Brisson's comments were that there are not a lot of concerns in regards to this application. The missing lighting plans, as noted by the Planning Staff Report, was distributed prior to the meeting. The installation of a sidewalk along Northwest 6th Street was addressed with the understanding that it was identified for sidewalk installation through the Federal Stimulus Funding. However, should it not come to fruition, then the County would be required to install the sidewalk. In addressing the parking calculations and elevations, Mr. Bermudez questioned why they were using a formula of 400 square feet for parking instead of 300 square feet? Mr. Oden responded all calculations were computed by using the grant requirements. Mr. Hayford noted the proposed improvements to the water and wastewater to confirm whether both Fire Departments had approved these modifications? Mr. Oden responded yes. Chief Smith indicated that the water flow calculations were good, there is satisfactory accessibility at the site and he had no other issues with the project at this point. Mr. McCoy discussed with Mr. Hayford whether the provisions to keep the well water (to be used during emergencies) from flowing back into the system had been met? And added that a well permit is needed. Mr. Hayford responded that Mr. Oden will be supplying those provisions. Public Works Director Robertson made a motion to approve 10- 002 -TRC final site plan review for a proposed Emergency Operating Center complex with parking, drainage and landscaping of approximately 146,200 square foot building for property located at 707 Northwest 6th Street, Okeechobee, FL, with the recommendations bolded and underlined above; seconded by Chief Smith. Motion carried unanimously. C. Neal Long Construction /Duplexes 10 -003 TRC. Site plan review for proposed development of 5 duplexes and drainage for Lots 1 -7 and 15 -20 of Browning Addition — Senior Planner. The revised application involves the construction of five individual duplexes (10 units) as Phase 1. Phase 2 will involve two duplexes (4 units). Four duplexes will be located along Southeast 11th Avenue and three duplexes along Southeast 10th Avenue. They meet the appropriate setbacks and building separations, 10 -foot setback of parking areas from street front and property lines and are providing 24 -foot wide driveways in "razor blade" design avoiding the need to back out onto the public street. A landscape plan is submitted showing the required ten foot landscape strips along Southeast 10th Avenue, 11th Avenue and 4th Street; two foot landscape strips along other perimeter property lines; and the required number of associated shrubs and trees. The site plan submitted with the application was revised and did not show the additional two duplexes (Phase 2) and sidewalks. A revised site plan would need to be submitted. Mr. Brisson noted that this project did not qualify for multi - family housing and that there was a timeframe to keep to due to this project being funded by grant money. He also added that there was no dumpster location necessary assuming each unit is individually served by residential garbage pickup. Mr. Hayford noted that water and wastewater was available. However, the water flow calculations need to be completed, and the water main serving the property may need to be upgraded. Hydrant flow test calculations would also be required, Chief Smith requested a copy of the water flow tests when completed. Chief Smith also added that he would need the construction classification information. Turning to the issue of sidewalks and drainage as noted by Mr. Bermudez and Mr. Robertson, this is a nice, large neighborhood with a significant amount of pedestrian traffic and sidewalk installation is a requirement, therefore five foot sidewalks along Southeast 10th and 11th Avenues and 4th Street will be required, as well as appropriate drainage swales. The trees would need to be taken out that are in the visibility triangle. Mr. Schaub, Chief Davis and Mr. McCoy had no concerns at this time. The Certificate of Occupancy was issued by the City of Okeechobee on March 31, 1997. 2. On October 01, 2001 the City of Okeechobee issued permit .No. for an additional Metal Warehouse with an area of 8,480 SF (plans were reviewed by Lawson, Noble and Webb, but the City of Okeechobee has no records of those). General Contractor Abney & Abney Construction!!! 3. On July 10, 2002 the City of Okeechobee issued permit No. ? ? ?? for an additional "Concrete slab floor with and Aluminum Roof." The area (1,465 SF) between the warehouse and the original commercial building, was intended to allow weather protection for the forklift drivers. This area is being used as storage area. Also, there isn't any record of permit for the loading deck. The City Eng. has been on the site several times and has observed that at the present time parking is an issue for the complex.
