Administrator Whitehall addressed the attendees and introduced, himself, Engineer Bermudez, Director Robertson, and Coordinator Clement Engineer Bermudez outlined the bid, then turned the floor over to the attendees for any questions and or concerns. Carl Maxwell requested plans. Administrator Whitehall explained the opportunity of the alternate bid. Michael Hawley, Excel Elevator, asked how the lift was to be attached to the building, and how it would be sealed, also how to seal the top section to the building regarding water and weather. Engineer Bermudez stated brackets. This is an old building and we have to try to accommodate. Mr. Hawley stated he knew how to anchor and seal, but what about securing to the building? The lift has to have a wall all around it and due to the panels there will be gaps. Asked if there was any meat in the wall in which the lift was to be secured to? Seems like a hollow block wall. Should be poured solid. Steven Price, JSP Builders, said the lift should be enclosed in a solid concrete shaft with a roof. This will last a lot longer. Save the City money in the long run. Engineer Bermudez stated he has talked with the lift people and they reported a shaft is not required. Administrator Whitehall also said he was led to believe the shaft was not necessary, that the lift was practically self supporting. Mr. Hawley, Excel, reported, self supporting if attached to the building, but needs some kind of frame to anchor the lift to the building. Mr. Price interjected the shaft would last twice as long and was the best way to go. Free standing is not the best way to go. Mandatory Pre Bid Meeting Notes PW 03-10-05-09 6/23/09 Page 2 Engineer Bermudez replied, a concrete shaft with a solid foundation, money wise would double the price of the lift. Admin. Whitehall inquired as to the savings for the shaft versus the freestanding. The Plexiglas enclosure runs approximately $5,000.00 Mr. Hawley, Excel, the Plexiglas enclosure does not meet code for wind load. Enclosure needs wind load calculations, as well as sump pump and telephone for emergencies. Administrator Whitehall announced there would be an addendum to the bid forthcoming regarding the shaft. With a shaft, lighting and ventilation will be required. One air exchange per hour was stated by the contractors as well as the shaft will be cost effective an enclosure of Plexiglas. It was stated the doors, at least one, would have to have a fire rating. It was the general consensus of all attending that the shaft was the way to go. Administrator Whitehall thanked everyone for their participation. Administrator Whitehall addressed the attendees and introduced, himself, Engineer Bermudez, Director Robertson, and Coordinator Clement. Engineer Bermudez outlined the bid, then turned the floor over to the attendees for any questions and or concerns. Mandatory Pre Bid Meeting Notes PW 03-10-05-09 6123109 Page 2 Engineer Bermudez replied, a concrete shaft with a solid foundation, money wise would double the price of the lift. I want to evaluate some stuff, including reducing the individual line items now being bid as lump sums to a 'scope of work' detail. The idea of bidding each separate item as a lump sum unit was to potentially save money by keeping the contractor honest and giving the City the opportunity to reject a single line item giving way to the City doing the work. Quite frankly, I'm becoming disillusioned by the prospects of our public works ppl becoming involved in trying to intervene in any single item, and I'm not convinced that the City will actually save money by bidding it that way. Listing these items in a'scope' format vs the existing format will not reduce or increase inevitable change orders either, in my estimation. Combining the entrance door and the construction of an external wall into one bid with a list of items as to the scope of the work will be adequate. Also as we discussed this morning there needs to be an item in that scope that describes overnight /weekend security structures. I'd like to review the disclaimer that the contractor has reviewed the bid specs and understands them...to be a signed by the contractor..it seems a bit confusing in the packet. Thanks! I have since spoke to my Architect and our Structural engineer about the issues that the Elevator Vendors brought up during the meeting. There would be no cost benefit as to building a shaft around the Lift. The block shaft enclosure would still have to be connected to the existing building. The cost of the block enclosure would be more of an expense that the pre- manufactured enclosure that would be supplied by the elevator vendor. In my professional opinion the elevator vendors are making this small project a bit to complicated. Waterproofing the enclosure is the only obstacle that our staff noticed on the plans. I have spoken to three different elevator manufacturers and they all said that they have applications that can make the enclosure water tight. Since the High Velocity Hurricane Zone does not include Okeechobee the pre- manufactured enclosure would pass state code. Is the project still bidding on July 7th or is it going to be re designed? I have since spoke to my Architect and our Structural engineer about the sues that the Elevator Vendors brought up during the meeting. There would be no cost benefit as to building a shaft around the Ift. The block shaft enclosure would still have to be connected to the existing budding. The cost of the block enclosure would be lore of an expense that the pre - manufactured enclosure that would be supplied by the elevator vendor. In my professional opinion ie elevator vendors are making this small project a bit to complicated. Waterproofing the enclosure is the only obstacle that our :aff noticed on the plans. I have spoken to three different elevator manufacturers and they all said that they have applications that an make the enclosure water tight. While the lift is one component, I need to define any related issues. We did a transition plan about a yr ago in connection with grant requirements. We identified several components that should be worked on using a checklist format and the help of Nancy Phillips. As you can see by the email below, I'm investigating a source, other than the federal ADA compliance, to possibly assist the City.
