FL 33400 (407)627 -5957 As indicated in previous correspondence and conversations, this letter is to serve as notice that the completion of the appraisal of the City of Okeechobee Water and Wastewater Utility will be delayed beyond the time frame as set out in our agreement. We have previously discussed some of the reasons for the delay, however, I have listed them below for easy reference: 1. Field inspection identified additional required water system flow data. Due early to mid January, only partially received. 2. Field inspection identified data discrepancies, especially water system dates, which need clarification before finaling engineering estimates. 3. Emergency water line breaks, along with the limited availability of personnel and equipment from the City, caused fewer samples to be obtained than requested. Additional sample data that could be provided would assist the evaluation. City personnel have promised to obtain these additional samples in the course of their day -to -day business as they make repairs to the system. 4. Earlier correspondence indicated a concern regarding the appraisal's treatment of supplies. Two (2) options were offered: (1.) Have the City furnish an inventory(along with costs) of the system's supplies, or (2.) Have the City estimate how many times the supply inventory turns over annually. No response to this request has been received. We have been promised the missing information and expect it soon. Clarification of the age of the system components is currently being addressed, with resolution expected in the near term. However, until these items are resolved, the appraisal must proceed at a slower pace. In my last letter regarding the status of the appraisal report, I outlined a number of items slowing the project at that time. I am glad to report that these have (mainly) been resolved and no longer impact the project. The last status report letter suggested a draft report could be expected in February. Given the present status of the unresolved issues in the foregoing, it is my estimation that the draft document cannot be completed before the latter part of March 1994. As indicated in our recent conversation, our billing to date has reflected this slowdown in our progress. I will keep you up to date on any further issues as they arise.
