Dear Mr. Crahan:
Enclosed is the City inventory list, as requested. Please note
the list has designations related to conditions of various items.
Please do not construe that the City represents these to be
accurate. Your investigations need to confirm concurrence.
In addition to the above, this will also confirm our
understanding of the items discussed at our November 30th meeting
related to the use of the collected data. The original
understanding by the City was that the engineering costs in the
initial proposal had been increased by approximately $11,000. This
was ostensibly to cover cost related to securing more field data
and, thereby, lending more reliability to the final product. We
acknowledge that the final appraisal result will include a variety
of factors and use multiple approaches. However, we agreed that
there would be significant advantage to increasing the
technical /scientific basis for the computation. Based upon
representation made by Mr. Harvey and yourself at our meeting, we
now understand that no scientifically supportable methods,
calculations or measurements will be used in the process of
establishing remaining usable life. As indicated by Mr. Harvey, the
budget does not currently support development of data in this
fashion.
