12-02-1993 Field InspectionTO: FROM: DATE: SUBJECT: PROJECT: Jack Crahan, John Drago, Rick Jordan (w /map), Bill Reese, David Rivera (w /map), Rebecca Travis Skip Harvey p December 2, 1993 Field Inspection Meeting of November 30, 1993 City of Okeechobee Utility Appraisal WHS requested the meeting to finalize the planning and data collection for the field inspection work. The following people attended: Jack Crahan (DAA) John Drago (City) Skip Harvey (WHS) Rick Jordan (City) Bill Reese (RMA) Rebecca Travis (WHS) MEMORANDUM The City provided the following information on a variety of subjects: 1. City ownership of the WWTP effluent disposal line includes all of the 12" diameter pipe from the plant to the citrus grove, and the 12" diameter pipe within the grove. 2. City is planning a multi -year 2" water line replacement program for upgrading local flow and pressure due to water quality and color problems. Areas have been prioritized. Bill Reese will provide specific information. Six areas will be done initially in fiscal year 1993 1994. May be added to Water Main Improvement Project. 3. City is contemplating Contractual services for a pump station inspection and maintenance program. This will free up City personnel for other tasks. 4. County will be replacing the pump station at K -Mart. WILLIAMS, HATFIELD 8 STONER, INC. Consulting Engineers Planners Surveyors Memorandum Page 2 5. Contract amount for demolition of elevated water storage tank and associated piping is $34,444.00 6. The other elevated water storage tank (at City Hall) will probably be removed in 1994. 7. City is approximately 20 to 25% complete with their water meter replacement program. 8. New WTP construction is approximately 58% complete. Bill Reese provided copy of contractor's pay request for work through November 15, 1993. 9. Project to construct two pumping stations NE 1 SE 2 and demolish the existing WWTP will be bid on December 16th. Budgeted amount is $205,000.00. 10. City has budget established for miscellaneous pump station improvements and rehabilitation work. 11. SCADA system is out for bid. 18 stations included. Will be increased by 3 additional stations and treatment plant. ($284,000.00 budget plus $50,000.00± for additions) 12. Not much of water distribution system remains that was constructed prior to 1950. Majority has been replaced. 13. Big Lake Pump Station to be relocated (do not inspect) 14. Raw Water Pump Station is out for bid. 15. City planning to proceed with "infill sewer" program to provide areas in the City, currently on septic tank, with gravity sewer service. 16. The 24 inch water main from the WTP was installed in the 1970's and replaced the old 12 inch line. 17. There is no City water service to the WWTP. WILLIAMS, HATFIELD STONER, INC. Consulting Engineers Planners Surveyors Memorandum Page 3 Key maps of the water and wastewater systems were reviewed. The dates on the maps were discussed and several areas were revised. The field inspection work is scheduled to begin December 8th and proceed for approximately 2 weeks. WHS anticipates the following amount of inspection work: Manholes 2 days Pump Stations 1 day Treatment Plants/Tower 1 day Water Mains (including hydrant tests) 4 days Force Mains 2 days City personnel will accompany WHS field representative. City will provide personnel, equipment and materials for exposing water and force mains. Sections of pipe will be removed for inspection of internal pipe conditions. Schedules will be adjusted to accommodate City emergencies. Excavations will proceed concurrently with other tasks for efficient use of time and to minimize the length of time excavations are open. City will request underground location of existing utilities 48 hours in advance of excavation. Bill Reese questioned how the inspection results will be used. This was discussed in detail, and Jack Crahan will prepare a written response. Subsequent to the meeting, WHS prepared an annotated map which shows locations for water and force main excavations. Copies of the map are being furnished to the City and the County with this memo, for their review and comment. Rick Jordan will advise of any minor adjustments to the locations to accommodate field conditions.
