11-22-1993 Meeting with City StaffTO: See attendees FROM: Skip Harvey DATE: November 22, 1993 PROJECT: Okeechobee Utility Appraisal SUBJECT: Meeting with City Staff on November 18, 1993 Attendees: MEMORANDUM Susan Groover City Skip Harvey WHS Rick Jordan City Bill Reese RMA Rebecca Travis WHS WHS requested the meeting to review the annotated utility key map drawings, which have been generated from information collected from the City's records. The objective was to have the drawings as complete as possible, prior to finalizing the scope of the field inspection work. The following items were discussed and the noted decisions or actions taken. General 1. Consensus of the group that the key maps reflected all the components of the water and sewer system. 2. River Bend area is a private gravity sewer and water system. 3. 200' of 16" diameter water main added to map along Parrot Avenue. (Replaced 8" and 10" diameter mains) 4. City is adding Air Relief Valves to the US 98 force main. Project is in process. Approximate value, $30,000. 5. Locations of three pump stations were revised: Wal -Mart Heritage Place River Run WILLIAMS, HATFIELD STONER, INC. Consulting Engineers Planners Surveyors Memorandum Page 2 Age of System 1. WHS has obtained dates from plans in City records for establishing the age of the sewer system. The information is fairly complete, and covers the entire system. 2. No information was available for the water system. Bill Reese will meet with City maintenance staff (Clyde Bob) to obtain their personal information. Maps will be provided to WHS next Tuesday (November 23rd). 3. No galvanized steel pipe has been installed for water lines (except for minor repairs) for at least the last 17 years. Inspection /Condition Reports 1. The City has no reports or inspection results available on the condition of the water or sewer system. Work such as infiltration /inflow tests, hydrant testing, television inspection has not been performed. 2. A rehabilitation program for the "downtown" sewer system is being planned. 3. A meter replacement program is underway for the water system. Approximately 1,000 meters are purchased and installed every 6 weeks. City is using "touch- read" meters. Inventory/Appraisal 1. Susan Groover and Bill Reese requested a better definition of "supplies" in the letter transmitting the draft asset list. (eg are chemicals included WHS will inform Jack Crahan of the request. 2. Bill Reese is still uncertain about the methods to be used for evaluating the system and determining useful life and values. WHS will review with Jack Crahan for preparing a response. WHS would like to tentatively schedule the field inspection work for the week of December 6th. 2. 48 hours advance notification is needed for utility locations.
