Dear John:
This letter is a follow -up to our conversation of 10/14/93 in regard to potential land
use/zoning reclassification of the utility sites. In my 10/7/93 letter to you I had asked you
whether, -it-the utility sites were:declared excess land, they would be reclassified- to land
use and zoning categories similar to those of surrounding parcels. Your comments on
12/14/93 indicated the following:

In regard to the 10/6/93 letter, wherein I asked about the size which would be considered
in the appraisal of the new water treatment plant parcel, you indicated that you thought it
was about 10 acres, including the well sites. However, you wanted me to confirm the size
and dimensions with Bill Reese. I also asked about the width of the road easement and
you agreed that the City's standard ROW width of 55' would be appropriate.
On Friday October 15, Skip Harvey and I spoke to Bill Reese regarding the WTP site size.
Bill indicated that, to give the wells proper buffering, they should be included in a 350-
foot-wide strip extending east from the new Water Treatment Plant site along the parent
tract's northern boundary. Based on this information, we are to calculate the overall area
of the WTP site (including wells), adding to it the access road easement area.

In response to my question (Item 22) regarding whether the City was intending to charge a
franchise fee for the use of its easements, or whether the utility would retain title to the
easements, you indicated that it was the City's intention to charge a franchise fee similar to
that already charged to other utilities.
If my understanding of any of the foregoing requires correction or clarification, please
respond at your earliest convenience. Thank you.
