This acknowledges receipt of your 9/20/93 letter on the referenced subject. With
regard to our questions concerning 'techniques', we will await contact from the
engineers, as agreed in our telephone conversation. The following numbered items
correspond to the items in your original information request.
7A. Utility Atlas Drawings and Maps As discussed the existing maps are
approximately 6 -7 years old and lack accuracy. We are currently updating these
maps. This version will be much improved, although, obviously, still not perfect.
We expect to have these available in 2 -3 weeks. Please advise if you wish to have
the older set, or wait on the new.
7B. A copy of the distribution system hydraulic analysis report is enclosed. Please be
advised that the design of all recommended improvements is complete and in
permitting. We expect to be bidding this work prior to the end of this year. A
plan sheet showing areas of improvements is enclosed. The City has budgeted
$1,500,000 for this work.
7C. Site plans and a bid summary is enclosed. We are not clear on what type of
summary description of the plant is desired. It is a continuous regeneration
manganese greensand filtration plant designed for 2 MGD capacity but equipped
for 1 MGD. The facility could be expanded to 2 MGD with relatively nominal
cost. It has been configured to allow ready conversion to lime softening, if
desired, and the site will accommodate a 4 MGD lime softening plant. The
wellfield, also, is permitted 2 MGD and equipped for 1 MGD. All the wells
necessary for 2 MGD capability have been drilled. If you need anything further

7D. The only master plan we are aware of was referenced in 7B and is really more
accurately described as a hydraulic model. The City has budgeted an additional
$200,000 for FY 93 -94 for further distribution system improvements. We
anticipate commencement of design activities in the last quarter of 1993.
7E. There is no formal report concerning upgrades to the existing water plant. A
letter report was issued in October, 1990 which led to assorted improvements. A
copy is enclosed. All items contemplated by this letter were completed in early
1992, although, during actual design certain changes were identified to save costs.
The project cost was approximately $300,000. In addition to these improvements,
we have also recommended various upgrades to the plant electrical system. This
project has been designed, bid and awarded. We expect to execute contracts and
commence work within 20 days. The low bid awarded was in the approximate
amount of $83,000.
Hopefully, the above provides the information necessary to initiate your efforts.
Please advise regarding item 7A. Your questions did not include an inquiry regarding
other pending projects. If it is relevant, please be advised that we have designed, bid
and recommended award on a new SCADA system for the City. We expect award at
the next Council meeting and work commencement soon thereafter. The recommended
award is in the amount of approximately $285,000 and includes the central and about
40% of the remote sites. Upgrades to the existing plant raw water pump station are also
currently in permitting and anticipated for bid before the end of this year. The
estimated cost is $60,000. You may also wish to be aware that last month the City
completed a block grant project for distribution system upgrades in the southwest section
of town. The expenditure for this work was approximately $560,000.
