Association seek to address the provision of central water and
sewer services and facilities in a manner that is generally
beneficial to the entire community; and
118MREAS, it appears desirable to undertake a non binding
analysis of employing the use of one regional entity, to provide
central water and sewer utility services and facilities to the
Limited number of customers, or potential customers, that exist
within the more developed area of Southern Okeechobee County,
including the incorporated area of the City, that generally
includes the "Urban Residential Mixed Uso" area shown in the County
Comprehensive Plan and, possibly adjacent developing areas in
Glades County "Study Area"); and
11]UMRMAS, the single utility authority servicing the Study Area
would be intended to (s.) take advantage of economies of scale, (Z)
transcend artificial boundaries, and (3) put the community as a
whole in the best position to seek subsidy from State or Federal
sources.

SECTION S. Over the period of approximately 120 days
following the effective data of this Joint Resolution, the City,
County and Okeechobee !leach Water Association will work diligently
together to analyse and consider the creation and use of one
regional utility entity to provide water and sewer services and
facilities to the Study Area. This analysis and consideration is
to be done in the spirit of what is beet for the whole community,
not lust one area or another. However, neither the City, County
nor the Okeechobee Beach Water Association shall in any way be
bound or committed to implement or use the regional concept.
•JCTXON Si (A) The City, County and Okeechobee Beach
Water Association hereby respectively authorize and direct the
Mayor, Commission Chairman and a duly authorized corporate officer
of the okeeohobee Beach Water Association to meet within 20 days
of the effective date of this Joint Resolution to propose a
schedule of 4 or 5 workshops, and a proposed agenda► for each
workshop, to consider and explore the creation of a single
authority to serve the Study Area's central water and sewer needs.
In fulfilling this task, the County will, at its sole expanse,
provide the services of its special utilities counsel to assist in
outlining the proposed agenda for each workshop and assist in
drafting a proposed joint resolution recommended by the Mayor,
Commission Chairman and the okeeohobee Beach water Association

corporate officer for further consideration by the City, County and
Okeechobee Beach Water Association.
(B) The Mayor, Commission Chairman and the duly authorized
corporate officer from Okeechobee Beach Water Association may
jointly propose tor consideration of their respective governing
bodies the consideration of any other joint resolution reasonably
required, in their good judgment, to implement the expeditious and
thorough consideration of a regional authority.
UCTSOW 9. This Joint Resolution shall take effect
immediately at the point in time when the last of the City, County
and Okeechobee Beach Water Association separately adopts same.
Adopted this day of August, 1992, by the City.
