This agreement, made and entered into this 7th day
of Febz'u&l,y , 1961, by and between the MUNICIPAL CODE
CORPORATION, a corporation duly organized and existing under the laws
of the State of Florida, hereinafter referred to as the Corporation and the
CiTY OF OKEECHOBEE, a municipal corporation in the State of Florida,
hereinafter referred to as the City.
WITNESSETH: That upon the terms and conditions set forth in
this contract, the Corporation and the City hereby agree as follows.:
PART ONE
EDITORIAL WOrK
That the Corporation will, under.the supervison of the City
Attorney:
(1) Codification cd o.rdinances. Codify, classify and edit all of
the~ordinances of a general and pern~nent nature passed in final form by the
Cit~ as of the date cd this proposal provided, however, that the City may
forward to the offices of the Corporation all ordinances passed subsequent to
sai~ date for inclusion in the new Code up to the time of typesetting of the
ma~tuscript. No ordinances will, however, be included in the COde manu-
scr~t subsequent to notice of completion of the editorial work as provided in
?
par{~graph (15) of this Part.
{2) l~evise or rewrite existing ordinances, l~evise, rewrite and
edit~the existing ordinances so that the provisions of the new Code will be
exp[essed in concise, modern and proper phraseology without conflicts.

(3) Repeal of obsolete provisions. Inform the City Attorney of
obsolete, outmoded or unnecessary provisions which he in turn may recom-
mend to be repealed by the City Council.-
(4) Recommend new material. Inform the City Attorney of new
mat,~ial which he can recommend to the City Council to be included in the
Code: so that the new Code will be broad and comprehensive to cover existing
cond~ions or conditions which may arise in the foreseeable future.
{5) Catchlines. l~repare catchlines to the individual sections
that $ccurately express the content of the sectirm.
(6) State law and court decisions. The ordinances will be
checked against the corresponding provisions of the general and special acts
of th~ State of Florida relating to the City, and against the decisions of the
.~upr~me Court o£ the state to eliminate conflicts and give assurance of
vali4ty and constitutionality. Any changes necessitated by such editorial
checking shall be reported to the City Attorney.
jiI (7) Footn. 0,tes an,.d cross references. Prepare editorial foot-
noted and cross references which will tie related sections of the new Code
toge~er. Proper reference will also be made in the form of footnotes to
similar or related provisions of the state law,
(8) Index. Prepare a comprehensive, legal and factual general
index for the entire Code.
(9) History notes. Prepare history notes for each section of
the new Code, which notes will include references to the ordinance from
which the section is derived.
(10) Charter. Compile and edit the Charter of the City by
work/ng all amendments into their proper places, preparing explanatory
edith's notes to clarify and facilitate usage of the compiled Charter.

(11) ]Editorial conference. All editorial work will be performed
in the offices in Tallahassee, Florida. Upon completion of the basic edit-
oria[ research, the Supervising l~,ditor in charge of your Code will conduct
an e~!itorial conference with the City Attorney, City Clerk and/or other city
offiOals. Ail changes and recommendations will be made known at this time
and ~e City will be free to adopt or reject any or ail of them. The city
offi~als will be free to make changes and alterations at this conference and
the ~orporation will be charged with the duty of carrying out all such desired
cha~e s.
(12) Galley Prqofs t° City. After the entire Code is set in type,
the ~orporation will submit one full set of galley proofs to the City for addit-
ion~ review. The Corporation assumes the responsibility of proofreading
and ~ypographical correctness· The City my make word changes in the
galley proofs not exceeding twenty {20) lines per thirty (30) galleys. The
typesetting is the most expensive portion of the printing process and the
addison of new material or the deletion of material resulting in more t. han
twer~y (gO) lines changed per thirty (BO) galleys makes the cost of printing
inaccurate, and *,he changes in excess of the above {gO}lines changed per
:thir~ {30) galleys must be charged at the rate of Fifty Cents per line. The
cosC,~of the excessive changes on the galley proofs, if any, are in addition to
?
the {osts as provided in paragraph {g) of Part Two.
(13) Post conference work. Upon completion of the editorial
conference conducted in the City of Okeechobee, the Code manuscript will be
prel~red for typesetting and printing.
(14) A~loption of Code. After approval of the manuscript by the
City Attorney at the editorial conference and after the Code has been set in
type and the galley proofs have been submitted to the City and approved by
the {;ity Attorney, the Corporation will proceed to print the proposed new
Cod~ in accordance with paragraph (16) of this proposal. When the printing
lis c'.~nplete, the Corporation will submit three (~) advance ccrpies bound for
the~Code~, manuscript by the City and the post conference work is completed,
the~Corporation shall notify the C~ty in writing that the Code manuscript is
re~y~ for typesetting and printing. No ordinances will be included in the
Co .([e manuscript enacted subsequent to such notice
(16) Type paper, ~u~nber of copies etc Upon completion of the
edi~rial work and approval of the same by the City Attorney, the Corporation
(e) the editorial notes and cross references shall be in
eight-point type with bold-face headings.
(17) Binding. The Corporation shall, bind as many copies of
th~ completed Code in mechanical post-style binders, each with slide-lock
faSteners.:~ and with imitation leather covers stamped in gold-leaf as the City
$~desires. The Corporation will furnish these binders to the City for the
su~n of Six Dollars {$6.00) each.
~ PART TWO
~ The City will:
(1) Copies of material. It shall be the duty of the City to
fut~ish the Corporation with either ty-l~d or printed copies of all ordinances
of ~ general and permanent nature l~ssed in final form for use in the edit-
orl~al work. In the event copies of the ordinances are not available, the
Co~Poration will photograph copies of all ordinances needed from the ordi-
nate books and records of the City. It will be necessary for the City to
se~, the ordinance books to Tallahass'ee for this photographing, whereupon
th~?Corporation~:, will return the books and records to the City within ten days.
(2) Costs. Pay the Corporation for the work of editing, printing
ancO' binding as follows:
