AN ORDINANCE AMENDING THE ORDINANCE CODE OF THE CITY OF OKEECHOBEE;
AMENDING CHAPTER 18, ARTICLE II, SECTION 18-22 TO ESTABLISH NEW
• RATES AND CHARGES FOR THE WATERWORKS SYSTEM; AMENDING CHAPTER 18,
ARTICLE III, SECTION 18-48 SUB-PARAGRAPH (2)(d) TO INCREASE SEWER
USE FEES AS REQUIRED BY THE CITY'S BONDING ORDINANCE; PROVIDING
AN EFFECTIVE DATE.
WHEREAS, the city has been notified by the Department of Environmental Regulation
to cease discharge of its sewage effluent into Taylor Creek; and
WHEREAS, it has been determined in order to alleviate and remove this discharge
a new sewage treatment plant and collection system must be constructed; and
WHEREAS, the city has been furnished with approximately two million dollars in
grants and has made arrangements for additional financing through commercial and federal
loans; and
WHEREAS, the repayment of the said loans will require an increase in the user fees
of the sewer collection and treatment system; and
WHEREAS, it has been determined fees and charges for the use of city water must also
be increased to meet the needs of the growing area,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA
as follows:
SECTION I: Chapter 18, Article II, Section 18-22 of the City of Okeechobee Code of
Ordinances is repealed in its entirety and a new Section 18-22 is hereby
created which said section shall read as follows:
ARTICLE II
Section 18-22. Monthly rates and charges established
Any user of the services of the waterworks system shall pay, therefore,
a monthly charge or rate as follows:
(a) Inside city limits water rates:
(1) 518 X 314- inch meter - $3.50 monthly for 1,000 gallons.
(2) 1-inch meter - $8.75 monthly for 1,000 gallons.
(3) l}-inch meter - $17.50 monthly for 1,000 gallons.
(4) 2-inch meter - $28.00 monthly for 1,000 gallons.
(5) 3-inch meter - $56.00 monthly for 1,000 gallons. Rates
and meter charges for meters in excess of 3 inches will
be negotiated.

to the above minimums the following charges:
Next 2,000 . gallons - $1.65 per thousand gallons
Next 5,000 gallons - $1.80 per thousand gallons
All water used in excess of 8,000 gallons - $2.00 per
thousand gallons
(b) Outside city limits water rates:
(1) 518 X 314-inch meter - $4.37 monthly for 1,000 gallons.
(2) 1-inch meter - $10.93 monthly for 1,000 gallons.
(3) 11-inch meter - $21.87 monthly for 1,000 gallons.
(4) 2-inch meter - $35.00 monthly for 1,000 gallons.
(5) 3-inch meter - $70.00 monthly for 1,000 gallons. Rates
and meter charges for meters in excess of 3 inches will
be negotiated.

to the above minimums the following charges:
Next 2,000 gallons - $2.06 per thousand gallons.
• Next 5,000 gallons - $2.25 per thousand gallons.
All water used in excess of 8,000 gallons - $2.50 per
thousand gallons

SECTION II: Chapter 18, Article III, Section 18-48, Sub-paragraph (2)(d) sewer
use fees is hereby repealed and a new Section 18-48, Sub-paragraph
(2)(d) sewer use fees is hereby created which shall read as follows:
ARTICLE III
Section 18-48. Fees
(2)(d) Sewer use fees. Sewer use fees for the incorporated
sectiors of the 201 facilities planning area shall'be
based on volumne of water used each month through the
water meter at the rates set forth below:

(e) Applicability. Rates and charges provided for in this
section shall not apply to water billings for such
meters as have been determined by the city to have no
relationship to the use of the area-wide sanitary sewer
system.
(f) Unicorporated areas of 201 facilities planning area.
Sanitary sewer use rates for the unincorporated areas
of the 201 facilities planning area: One and one-quarter
(1i) times the rate set forth in subsection 18-48(d) above.
(g) Billing. The users of the POTW and the sewage collection
system within the 201 facilities planning area shall be
billed monthly.
(1) Sewer rates. Each customer connected to the city
sewer system shall be billed at-the-rate-of-0749
per-47998-9,a44ens- as follows:
(a) Effective March 1, 1984 - $2.00 per one
thousand gallons of water used
(b) Effective September 1, 1984 - $2.25 per one
thousand gallons of water used
(c) Effective January 1, 1989$2.49 per one
(2) Customers without water meter service. In the event a
sewer customer (building or premises) is discharging
sewage, water or other liquid wastes into the city's
sewer facilities and using water supplied on other than
a metered basis from a private water supply then in each
such case the owner shall be required by the city to cause
a water meter or other measuring device to be installed
acceptable to the city, and the quantity of water used
as measured by such meter shall serve as a basis for
determining the sewer charge, and pending installation of
such meter, rates and charges shall be based upon an
estimated quantity of water used.
(h) System capacity charge. A system capacity charge shall be
paid by all new customers of the City of Okeechobee sani-
tary sewer system in the following amounts:
